Cumberland Community Action Program , Inc. was established in 1964 as a non-profit provider of services. The agency is accredited by the Council on Accreditation for Children and Family Services. Accreditation is recognition of the agency's achievement in providing high quality services.
CCAP, Inc. currently offers the following services:
Head Start
This federally funded program provides pre-school child development services free
of charge for income eligible children from ages 0-5 to prepare them for entering
the public school system. The program includes children with disabilities and pregnant
women. Currently there are 19 centers located in Cumberland County.
Consumer Credit Counseling Service - CCCS
This program educates members of our communities in the wise use of credit and assists
them to resolve debt problems through counseling or a debt management program.
- Educational workshops are provided for first-time homebuyers to prepare them for future financial responsibilities.
- Various types of credit and budget management courses are also taught.
Community Service Block Grant - CSBG
, ASPIRE Program
Participants receive assistance in developing a self sufficiency
plan to include supportive services, training or education services, and/or job
placement.
- Leadership Development is a commitment to promote the leadership capacity at the grassroots level. Opportunities are provided for individuals to share common concerns in an environment that crosses all economic, social, racial, and demographic lines.
- Aspire Food Pantry is a non-profit, volunteer organization dedicated to the distribution of food to those in temporary need.
Comprehensive Housing Development Organization
CHDO CCAP, Inc. seeks to provide affordable home ownership and rental assisted
living for eligible participants through building and managing low cost rental housing
for qualified residents.

Harvest Food Bank
The FOOD BANK receives donations of nutritious edible food from national corporations
through the Second Harvest Food network, local retail grocers, food industry partners
and farmers in collaboration with over 200 charitable organizations in a 7 county
area to ensure individuals and families in need have access to food.
- Weatherization Program Homes of eligible low-income participants will receive repairs, in accordance with an approved building plan, to their homes. These repairs lower fuel consumption which reduces the drain on the family's budget.
- Heating Appliance Repair and Replacement Program provides for repair or replacement of heating appliances in weatherized homes.
